Hi, Larry!
 
It's a juvenile male Black-chinned (bill's too long and forecrown's too dull for 
RTHU, tail is totally wrong for ANHU or COHU), but there's something going on 
with his wing and tail feathers. Looks like both got gummed up with something, 
plus his tail has been lost and replaced prematurely, hence the tiny white tips 
on otherwise entirely black R4-5.
