Maybe if folks had not covered the bridge with seed, creating a potential hazard, but rather along the bushes and grasses on either side of the bridge the hammer would not have come down so hard.
It sure is interesting, Paul, that they used an ordinance that actually permits birdfeeding suspecting most folks would not even look it up!
