CoBirders, I don't think the ordinance is a "possibl[e] solution;" it is
the solution.  I think the plain language of the ordinance settles the
matter.  That's not to say that the Park doesn't have broad authority to
protect human visitors to the park by establishing rules on an ad hoc
basis; it may have such authority.  But, if the Park stands on Lakewood
Ord. § 6.05.050, then its sign and its policy have no legal basis.  The
"law is the law" meme that is trending in these threads doesn't mean
anything if the facts don't support its application.

I note several threads on here that seem to take offense at the notion that
Joe Roller compared the willful violation of this ordinance to civil
disobedience of times gone by.  For heaven's sake, folks are even stating
that this suggestion is offensive to those who lost everything to fight for
civil rights.  HE WAS JOKING; lighten up.
