Hi Peter -
The eBird hotspot is called Walton Reservoir, and I do believe the signage there also calls it Walton instead of Welton, although I see now that Google calls it that. In any case, yes, it is the reservoir just north of 72 between Indiana and CO 93. Just head S on 93 from Boulder until 72, then continue east for about 3-4 miles? until the reservoir shows up on your left. There is a pullout where you can park near the "Cold War Horse", a small statue of a red horse wearing a gas mask on the south side of the road as it bends around the reservoir. A scope is definitely required, as it is a large reservoir and the viewpoints are not close to the action. Last I saw, the scoter was scooting over more toward the NW corner.
