I believe that is what COBIRDS is currently. Why would we need something new, if that is what you are proposing? This forum serves all of those purpose and it does have some basic rules although sometimes they are forgotten. This group is sponsored by CFO. https://cobirds.org/
COBIRDS is not the RBA, the RBA was a daily feature posted in COBIRDS that some volunteers from DFO and beyond took a lot of time to compile as a service to others. COBIRDS is not going away. People are still free to post here and share their rare bird sightings and have discussions, etc.
