It looks like a newly fledged Kestrel.
You didn't say where you lived, but if it's injured, there are possibly people who can help--again, depending on where you are located.

It allowed me to get within 12 inches of it to take one of these pictures. All he did was look at me and make no attempt to try to get away. It is a little smaller than an adult Robin.
