Hi John,

The vocalization you recorded is called "subsong." It's a type of practice singing made from late summer into winter by young birds who haven't yet mastered the art of singing their species' song. This individual must have been born last summer, and is currently practicing how to sound like a Song Sparrow. Currently it's not doing a great job, but it will get much better by May. :)
