Great to see the records in the Colorado Bird Records Committee files becoming more accessible to birders. Your effort to make it easier to submit records via eBird should be a nice step toward bringing more records into the records committee database.

The 7 Black-bellied Whistling Ducks at Pella Crossing yesterday were the 4th time this species has been documented in Colorado.  The first was of a bird on the Pawnee Grasslands in July 1991, the second was of 4 birds in north Durango on 20 June 2015, so it seems that 20 June is the date to look for these birds:  https://cobrc.org/Reports/SpeciesDetail.aspx?id=1  Note that the maps show the locations of these reports, and clicking on the blue icon and then the pdf file leads to the reports.  The third record is of 7 birds seen at a park in downtown La Junta in April 2020:  https://ebird.org/checklist/S69601520.

Note that this last record was not submitted to the CBRC.  I am planning to have an option for submitting where it will be much easier and faster to submit records using an ebird checklist that has good photographs. I hope that this will lead to more reports of rare birds in Colorado being submitted to the CBRC as well as to ebird.
