[cobirds] Lost falconer's bird in Boulder?

COBirders,
A friend sent me a photo of what appears to be a primarily Orange-breasted Falcon but with an all dark vest without white edging and orange supercilliary head stripes similar in shape to an Aplomado Falcon taken just after 10am at Nevin Platt Middle School at Cherryvale and Baseline in Boulder.  The image I have was taken with a low-res mobile phone camera so I can't see jesses or anything.  The bird didn't seem skittish and was flying from the top of a chain-link fence to the ground and back.  Any ideas?
