Bob, I would agree with your assessment that pink on the bill indicates male sex. So this would be an immature male Long-tailed duck.

Most of the comments I have seen from eBird reports peg this very "dirty" looking bird as a female. But it definitely has a pink band on the bill and I cannot find any example photos of female LTDU with a pink bill. Is this a first year male?
