[cobirds] How to report harassment of owls at Cherry Creek SP, Arapahoe County.

A birding friend of mine observed a woman with a screaming child walk behind a fence to approach
roosting owls, getting to within 5 feet, cellphone camera at the ready, a few days ago.

Using a polite voice, my friend mentioned that she was too close to the owls and was not supposed to 
go past the fence.

The lady was obnoxious, insisting that she would do as she pleased.

Two days ago I phoned Larry Butterfield, the park manager and got this reply today:
"We cannot put up a sign, such as do not go beyond this fence or 
any temporary 'do not enter' tape." 
Last Sunday a ranger was parked nearby for a while, but cannot be there all the time. I thanked him. 

Larry told me that birders' only option was to phone the "ranger of the day" and report bad behavior
at once. That's a better plan than getting into an altercation with a scoff-law.
