My two cents:
So long as Social Distancing is followed, I think there should be no reason to cancel the birding aspect of CBCs. Indeed, it may result in better coverage as birders could actually spread out more widely over the count circle.
However the associated social gatherings that often form part of Count Day could well be considered too risky.. plus, car pooling would be an unwise option, whether 'allowed' or not. However, neither of these would seem to this birder at least to be a reason to not run the CBCs
