Can someone explain where one might park to view this bird? Looking at the area from google earth, it doesn't appear that there's any clear public access to the area. Are people just parking along the highway roadside?

Just left Boulder Creek at 287 where we saw the Black Phoebe fly catching for about 15 minutes. We were viewing across the creek from the southwest corner. It mainly perched in the willow on the north.
Other treats: Bald Eagle, hundred + swallows, Bullock's Oriole.
